WW2 Naval Watchtower south of Tollesbury. It was used as a control centre for mines in the River Blackwater. There is much more information on www.heritagegateway.org.uk - search for 10726 and look in Essex HER results.
The tower is on private land and is not accessible. It is by the old railway line to Tollesbury Pier.
