Frank was born 7 September 1884, the son of David and Myra Pullen and husband of Rhoda King Pullen née Clark of West Mersea. They were married in 18 April 1908 at East Mersea Parish Church. Rhoda was a teacher. They had a daughter Marjory (married Arthur Roberts) and a son Sydney. Frank served in WW1 as a Private in the Hertfordshire Regiment (9666) and the Lincolnshire Regiment (235263). In WW2 he joined the Home Guard and then enlisted in the Military Police.
In 1939 they were living at 1. Dawes Lane, West Mersea.

Former Secretary of Mersea Ploughing matches - Funeral of Mr Frank Pullen The funeral took place on Easter Monday of mr Frank Pullen of Dawes Lane, West Mersea. Mr Pullen who was aged 57, was a gardener in civilian life, but when war broke out immediately joined the Home Guard, but not being content with this got permission to join the Corps of Military Police. He was killed during night exercises and a verdict of 'accidentally killed in the performance of his duties' was recorded. Prior to rejoining, Mr Pullen was the capable and well known secretary of the East and West Mersea Ploughing Matches Committee. His genial and kindly manner gained for him many friends, a number of whom were present at the Parish Church. The coffin was drapped with the Union Jack and bore a simple wreath, that from his widow and family was borne by six members of the Corps of Military Police followed by a very large contingent of the West Mersea Home Guard under Col. F.L. Cartwright C.B.E., D.S.O. The service which was taken by the Vicar Rev. C. Pierrepoint Edwards M.C. included the hymn 'Jesu lover of my soul' with Mrs C. Pierrepoint Edwards at the organ. The immediate mourners were the widow, daughter and sons of the deceased together with many other relatives. Cr V.C. Few represented the Ploughing Match Committee. The beautiful floral tributes included those from his sorrowing wife and Marjory, Sid, Phil, Arthur and little Joyce [ Roberts - granddaughter ], Flo, Min and family. Mum Molly and Don, Fred and Gertie, No 5 Brierley Avenue. George and Charles Hoy, Jessie Herbert and children. Bert and Ivy, Mr & Mrs Chapman and Charlie Woman's Section British Legion, K. Russell West Mersea British Legion Rifle Club, Mr & Mrs C. Brand, Mrs Ward and family. Old Comrades, Home Guard Officers, W.O's, N.C.O's and men of Experimental Estate, members and friends Ploughing Match Committee.
